Nobody's saying you can't, just that you don't *need* to. The point is, you don't have to go hunting for grunt enemies again and again just so your characters grow in power. As for earning AP to learn the better Junction skills, you can do a bit of creative exploration and never have to actually "level up." Since FF1, 4, 5, 6 and 9 do require lots of levelling-up to avoid getting slaughtered in battle, FF8 and 10 demonstrate that pacing and strategic combat can avoid that almost entirely. Oh, and as an addendum: Vagrant Story doesn't require levelling up either, unless you're deliberately building up specialized weaponry during a second or third play-through. The game is set up so that, if you use your whole arsenal constantly instead of sticking to a single blade, you earn Break Arts and HP levels along as the story progresses. Likewise, you can blow through Kingdom Hearts without levelling up for even a minute, unless you actually want to suffer through the process of getting the Ultima Weapon Keyblade. The Zephyr (Of course, those that like levelling-up are welcome to FF11, where almost any rabbit will kill you in a most Python-esque way.)
