Whoever is willing to put up the most money at the time to buy the rights. And some, the series is negotiated before the movies are made. So its hard to do a pckage deal. LIke with NGE movies, Gainax received a reportedly 1 million for the series from ADV but ADV couldn't bargain down the prices of the movies since Gainax wanted 1 million each (and when 1 of those movies was barely an hour long, 1 million for it, in my book would not have been worth it). ADV wasn't prepared to put that much money down. So Manga came in a bought the rights (at a non disclosed amt).
