The Department Of Broadcast Standards

Hey, everybody!

In the interest of preserving a great friendship, I simply nodded my 
head when a friend told me this.  My first thought was to talk to 
experts, and guess what, that's you guys.  This is going to be a bit 
weird, but that's never stopped anyone before.  ;-)

I was discussing anime with a friend (basically trying to initiate her 
into this art form) and she mentioned that, in Japan, images can be 
plenty explicit but pubic hair forbidden to be shown on any public 
broadcast or display.  I started thinking about the infamous "mosaics" 
on videos.  So my question is, is this true?  IIRC, body hair is 
considered "dirty".  Is this an extention of that?
