Actually, at this point, it is more a question of who *can* they
defeat?

Some obvious questions:  Does Venus get her sword, sharp enough to cut
diamond?  And does the Mercury Computer have the fanon leet wireless
haxxoring skillz?  (There's nothing I recall in the canon that says it
doesn't, given none of the baddies were given to using computers, even
Professor Tomoe....)

And there's the question of just how strong/fast/powerful the Inner
Senshi are anyways.  Their powers are seldom if ever used against real
objects/normal people, so it's hard to judge.  (In Saint Seiya, the
early anime has Phoenix Ikki send a basic, not trying very hard fire
blast at a police helicopter, and obliterate it.  This gives us a
benchmark to work from.  Likewise with Dragonball and blowing up the
Moon.)

So, given these unknowns, who would the Inner Senshi have a chance
against?

1) People who consistently underestimate/pull punches against girls. 
Early Silver Age Marvel villains come to mind; Sue Storm, Janet Van
Dyne, Wanda Maximoff, etc. may have had wimpy powers compared to their
male counterparts, but they often turned the tide of battle because
the villains they were up against refused to take them seriously.

2) People whose hormones melt their minds when confronted with teenage
girls in short skirts.  Mostly young teenage boys.

3) People who have the "must gloat before finishing opponents off"
Psychological Limitation.  Many master villains, for example.

4) People who happen to be exceptionally vulnerable to a Senshi
attack.  (Alan Scott, J'onn J'onnz (minus the most recent retcon),
etc.)

5) If the battle is taking place in the Sailor Moon universe, any
person who the "world rules" of that universe work against.  For
example, anyone whose primary advantage is efficient and ruthless
tactics.
