There was a program on Bravo a month or 2 ago on animation history
made in Russia with a lot of stuff seldom seen my side of the world -
one clip being a company's single wartime product featuring Hitler and
his E. European goons.

Can't name specifics, but I know the H-man's showed up in a few
Simpsons episodes.
