They're springtails, members of the order Collembola, a type of very
primitive wingless insects. Very common. They feed on decaying plant
matter. I'm afraid I have no clever way of getting rid of them

Sounds crazy but a blowtorch on the low setting (just a lazy yellow flame). Just run it quickly over the surface of the water. The plants won't get hurt because they have sutch a high water content. IIRC springtails don't really hurt anything... aphids on teh other hand ...
