A serial number is required by the ISP otherwise the modem would not be
authenticated. and the person using the modem would not get a monthly bill.
Unless your clients use stolen modems and your ISP is unaware that they have
their hardware in permissive mode, which is highly unlikely.  And if they do
and are unaware, I will make them aware. Check the modem, it has a serial
number.
