Hi Evan.
Depends what you mean by "filter".  I've been in pet retail for a long
time, and I'll tell you the filter is the heart of your tank.  Get a
cheap one and you'll regret it!  A 20 gallon salt tank can be
difficult due to small size (but I've kept them successfully) so a
good filter is a much needed item.
