Take the locks off, go get some keys made.  Any locksmith can do this
(although that excludes Kwicky-Key places).  If all you have locally
is a key-cutter shop, buy some key blanks of suitable dimensions and
some small files, and cut your own. Unless it's a complicated "patent
lock", then it's a pretty simple process (if a little long-winded).  
alt.locksmithing might be a useful place, or Googling for "warded
lock" and similar terms ought to turn up many explanations of the
theory.
