All else aside, isn't she worth gambling a little on?  Truth be told, unless
you go for a used upright or find a used digital piano at a pawnshop or
something, you're not going to find what you're looking for.  As another
poster said, stuff at that price point is going to be substandard for what
you want - I bought a decent digital piano a few years ago for $800 that
served me well, but that was the *cheapest* that they had.

I also have to ask - what serves as a "frill"?  Good touch?  Weighted keys? 
If she's going to learn the piano, those are not frills - and good luck
finding them on anything digital for that price.

I'll repeat and expand upon what Gary said - you might be able to find a
decent used upright piano for that price, or you might find a decent
digital piano at a pawn shop, but other than that, your price point is way
too low for what you are looking for.
