It seems to me that you need to look at who the individual teachers are, never mind the "performing spaces". Certainly in the UK the calibre of teaching varies from conservatoire to conservatoire and from tacher to teacher. Would it not make sense to ask the opinion of a teacher/professional singer in your district. They may have a better idea of who's who, and especially who's worth avoiding!
