I think the voices could easily be done by computer with current technology - if by 'by computer' you mean through a process analogous to that used for most computer animation, which involves a great deal of painstaking human labor. Hire a couple dozen expert sound designers and have them spend two years on the dialogue track, meticuously designing the inflection of every syllable one by one. No new breakthroughs or fancy AI required - though the sound guys might need some practice and experience before they can do it well - it's just that nobody's seen fit to do it that's all.
