The ferry "connected" the US-23/31/27 complex with US-2. There were large ferries that carried railroad cars, making a rail connection between the peninsulas, which no longer exists. My family made a trip in the early 1950's from Traverse City around the northern part of Lake Michigan. We drove US-31 to Frankfort and boarded the ferry to Manitowoc Wisconsin. Then it was US-41 north to US-2 (probably taking the shore highway to Escanaba. Then it was US-2 to St. Ignace and the ferry to Mackinaw City and US-31 home. I remember wandering on the huge train ferry from Frankfort. It was the largest thing I had ever seen. I must have been three or four years old.
