Not sure if that will be well liked. Passengers really would like to have a clear picture of whether or not they can travel. And who would tell you're turned away and at what point? This sounds too much like the overbooking of airlines, the exception there being that airlines won't tell you the flight is overbooked and you might have to step down until you come to check in.
