Weird. If I'd be a terrorist, I'd never chose an GL or AVE service to explode myself. I'd rather chose a crowded metro in Madrid, Barcelona or Bilbao instead. Much more passengers will be killed in such an attack, and with a bit of "luck", the tunnel and stations will be heavily damaged. It will also have a much larger impact on the functioning of society; if AVE is hit by terrorists, people will fly instead. If a metro is hit by terrorists, people have no other choice than still take the metro. So to me, it sounds more like a measure to show the public, "look, we're doing something about terrorism!".
