I'm not sure about timing, but I feel like personal delivery to the nearest
MSO is very valuable. I hand delivered mine and had it reviewed for
completeness and accuracy right on the spot. It only took about an hour or
so, the guys were really friendly. Even in these post-9/11 days, I had my
license in hand in less than a month.

I understand that some MSO locations are busier than others. The nearest to
me were Charleston and New Orleans.
