The blanket probably does not contain asbestos. If you think it might,
do what the asbestos abatement companies do. Wet the stuff down
thoroughly and then hire a couple of Mexicans to haul it off. Or haul
it off yourself, wearing a dust mask. 

You _don't_even_ want ANY "agency" to even _suspect_ you have asbestos
around.
