Can my apt. manager towe my car because its been wrecked.

My car isnt the most beautiful thing in the world. I bought it cheap
because it has a long dent down the passenger's side(the doors still
work, it runs fine and is legal). my apt. manager had it towed because
he said it "has been vandalized" and i need to have the dent fixed
before i keep it here. he didnt notify me either. does he have to
notify me? can he tow it because its "ugly" and make me fix it? The
state of texas(where im from) doesnt seem to think its such a bad car.
they gave me stickers and title on it.
