Countries that allow us to build military bases within their borders explicitly agree that we can apply our laws within our bases. (In the case of Guantanamo Bay, the agreement was with the pre-Castro Cuban government.) You are probably referring to the debate over the prisoners now being held at Guantanamo. What is disturbing about their presence is that the US is essentially claiming that US law does NOT apply to those prisoners, and that they are entitled neither to the rights of prisoners of war under the Geneva Convention nor the rights of criminals under US law. **Dan Evans **I post information, not advice.
