If he is adamant, then likely the best next step for you is getting a
lawyer's letter. This usually costs little and will be free if you have a
relationship with a lawyer anyway. The letter will state that the neighbor
is liable for damages to your property - maybe even giving a cite or two.
That should get the neighbor's attention. You only need find out the name of
his insurance to file a claim and a lawyer's letter is designed to get this
out. .

You can also file a claim with your insurance who will contact your neighbor
and work with his insurance. It's your choice.
