San Jose CA's speed cams - are they legal?

San Jose CA has speed cameras, issues 500 tickets per month.  Yet Calif. 
Veh. Code 21455.6 seems to prohibit such cameras.  How are they getting 
away with it.  Has anyone challenged the city?
