In my experience, this seems to be especially true in graduate courses. I 
was a bit anxious when I started graduate school since a 3.0 was required 
for graduation. I quickly learned that As and Bs were awarded for showing 
up and Cs were the graduate school equivalent of an F (except you still 
get credit for the course). FWIW, I've taken graduate courses in 
education, business, and computer programming at two different 
schools - one state school and one private school. The first day of the 
education class the professor guaranteed everyone in the class would 
receive an A or B. My undergraduate degree was MUCH more work than my 
graduate degree has been.
