Scope: The selected candidtate shall provide corrective and
adaptive system maintenance, operational oversight, and
infrastructure support for DAP. DAP shall remain operational
within HUD’s standard IT environment and be upgraded to the
latest versions of development software and database
software. DAP shall be modified to address functional
requirements required by changing policy, legislation, or
internal reporting requirement.
They will also perform perfective maintenance and new
development tasks as identified, approved, and prioritized
by the DAP Change Control Board (CCB). Perfective
maintenance will restructure system components to expedite
processes and functions. New Development shall address new
functional modules, new interfaces, and new data gathering
requirements and processing techniques.
As well as staff the DAP Help Desk for the Development
Application Processing System (F24A) (DAP), and the DAP
users who access the DAP system and its associated forms
processing module, the Closing Legal Document Subsystem
(CLDS).
Provide Training support for major releases, periodic
refresher training, and provide analysis for the feasibility
of employing a Computer-Based Training (CBT) capability for
DAP.
Support the DAP Reporting Database through;
corrective/adaptive maintenance of its software,
identification and implementation of additions and
enhancements, and update the DAP Reporting Database
documentation.
Perform activities necessary to support the overall
management of the project to include project status
reporting, financial budget/expenditure reporting, track
development and production issues that require HUD
management review, coordinate project efforts to ensure SDM
compliance, and maintain DAP management data in HUD’s
project management software (I-TIPS, IAS, Project Office, MS
Project, STARS, and HARTS).
Develop, document, and execute a transition plan that may be
used to transition tasks and materials to a new Contractor
or to the Government should the Government decide not to
exercise the contract option for follow-on work. The plan
shall ensure an effective transition in contract support and
continued system operations and maintenance.
Support transition to the new HUD Information Technology
Service (HITS) infrastructure. The Contractor shall perform
analysis, testing, and make the necessary changes to DAP to
work properly on the new HITS
hardware/software/teleprocessing infrastructure.
