It seems that a short patent (3-page spec+claims)
with fewer (like 12) claims is most likely a
mark of the patent agent's experience and confidence.

Isn't it true that because of Festo, I want to 
have more claims to undergo NO CHANGES at all,
and for that reason, it may be wise to
provide multiple, variant (dependent) claims?
