Don't know that one but Juran in his Quality Control Handbook has:
"Federal fuses are the results of years of scientific study combined with
the experience of years".
He says that when a group is shown the sentence for about 30 sec and asked
to count the 'f's the average count is about 80% of the actual number.
The argument is that 100% inspection is often less effective than careful
inspection of a random sample.
