How does it imply that ?

The post asked about a "Quality" Manager. Not every manager will be up
to it so their objectives will necessarily be challenging. In a sense
the "Quality" manager will be an ideal.

Continual Improvement is a process not an objective

Objectives must always be quantities or they are not well formed and
you will not be able to demonstrate that you have achieved them.
