recycled paper

I am considering starting a document shredding business.  The market that I
am looking at selling the shredded paper is a paper mill.  Can anyone tell
me are paper mills (in general) receptive and/or seeking new suppliers of
paper for recycled paper manufacturing?  How does the paper industry see the
recycled paper segment of the paper industry, i.e. as a good opportunity or
a necessary evil?
