You're looking in office supply stores. Look in your yellow pages
under "paper," and you will find distributors and a handful of retail
places that cater to printers.

Still, I've never seen metric sizes in the U.S. or even Canada. Nor
have I seen half-letter (5 1/2 by 8 1/2). If I needed it I'd just trot
some reams of full letter over to the paper cutter and turn it on. But
I'd have little reason to do so, as I print on lasers and mine can't
handle a sheet that small.

If you find a paper supply store they usually give you one free cut.
You might buy full letter and ask them to guillotine it in two for
you.
