America is also the place that invented the Internet (aside from Mr. Gore) and those IP addresses. In true foreigner form you ask to take what we come up with and espouse your sense of entitlement towards our stuff. Why don't you invent your own Internet?
The French invented Minitel about 20 years before the US invented TCP/IP or anything like it. Hell, Minitel was in place before there ever was a dial-up BBS in the States.
Minitel apparently started around 1982. APRANET started September of 1969. ARPANET switched over to TCP/IP starting in 1981.
