Is it possible to get a non us citizens passport under foia?

I need a record of a non-us citizen's visa.  Getting their signature
is out of the question.  How can I get a court order if necessary?
There is a lawsuit going on in the Philippines, so I need this for
legal purposes and need it fast.  Is a lawyer my only option?
