Passports are issue for 10 years, and change of address notification is not required. My passport will expire in 2 years, and I have moved 3 times since I got it. I doubt any database of passport holders is accurate. Registering at a US Embassy or Consulate by US Citizens abroad is " recommended" in the passport. However, few expats really do this as either the consulate is far a way or no benefit from doing so can be determined.
