Proof of English and French

Hello Mr. Miller and the other experts:

I am an Indian Citizen and I have been in the USA since mid 1998. I
was a student from 1998 to 2000 and I have been working since 2001.

I have completed 2 bachelors degrees and a masters degree....all from
US universities.

Does this qualify me to show "High Proficiency" in English (16
points)? or do I have to take the english test?

I have also studied French for 2 years, back in high school. My grades
are listed in my high school transcript. With this, can I atleast show
a "Basic Proficiency" in french (read and write (2 points) )?
