I had sent references sent to ACS from my HR deptts and they wrote simple statements like " to whom it may concern...blah blah" however ACS rejected my refernces and requested fresh references from my managers.They specified that they prefer references from Managers rather than HR. and a few weeks later I got a positive assessment. I got new references ( on company letter head though) from my Managers. I think you should explain your situation and submit proof of your employment with these companies that no longer exist and then submit refernces from your old managers ...however make sure that they are detailed and highlight your IT skills....
