It is just like a Tout at a race track.
If there are 8 horses in a race, the Tout gives one horse to each of 8 suckers.
If the suckers horse loses he gives nothing to the tout. But the sucker who has the 
winning horse
gives a commision to the Tout.

It is a fraud.
