Never said it wasn't. But the secular government of Iraq was a strong 
supporter of Wahabism, financially and otherwise.

Christians are not put in jail in Saudi Arabia except when they 
proselytize. Same as in the US. And Iraq was a dictatorship (a 
constitutional dictatorship?).
