Frederick, I used to know a very good professional photographer. Although he was well-established when I knew him, I recall several of his ideas. He prepared a selection of high-quality photographic prints that demonstrated the range of his work. He then approached restaurants, bars, and similar places when his prospective clients would gather and spend time. Of course, each photo had a price (just in case any sold) and all had his card or contact information. He rotated the photos monthly. Another thing he did was offer a photo shoot to charitable auctions or contests. He got a lot of PR when the event was promoted and running, and also got a satisfied client who could refer others to him. Just a couple of ideas. Good luck to you!
