What happens is the website stuff about big fines and jail times gets their
attention and it is safer to make these blanket prohibitions than it is try
and parse it. Another thing that will probably follow the bloodborne pathogens
model is that over the next couple of years cases will clarify what the regs
REALLY mean and people will be able to figure out what is going on.
