No, you are confusing witholding help during a "emergency life or
death situation" and actively causing a "emergency life or death
situation".

Do you think that someone who chooses not to act and allows something
to happen when they had a possiblity of affecting the outcome is as
responsible for the outcome as is a person to deliberately chooses and
causes an act which harms someone? If so please clarify.
