Anywhere where a computer is used, which is potentially anything
covered by Church's thesis, that is, anything that requires any
step-by-step inference. 

So, yes, this is as close as you'll get to an universal language. In
fact, wouldn't it be a great step forward if governments demanded that
every official document should be written in a subset of a language
that's parseable and translatable by a computer ?
