Yes.  The Greeks in Egypt were highly chauvinistic, and
kept separate from the others.  They did not make any
attempt to Hellenize the Egyptians or the Jews or anyone
else.  They ruled, but the idea that a ruler had to come
from one's people was not common then.  The Maccabean
revolt against the Seleucids was solely because they
tried to Hellenize everyone, including in matters of
religion and behavior.
