    Not really.  Differences among Germans are slight, north to
south and east to west.  And culturally, the Western Tradition
is pretty much the heritage of most of Europe.

    How can you say they aren't quite European if you can't
define what European culture is?

    Every Basque I ever met, and I've known probably a couple of
dozen or so, as I had a job once that took me far into the mountains
on horseback in Nevada and up into the Sierras sometimes, weren't
swarthy at all.  They were deeply suntanned, but not naturally swarthy.
In fact one guy I recall was a matre'd at the old Mapes Hotel
in Reno, and he had really strikingly white skin.
