The Constitution of NH says that all power originates in the people.
Here's Article I:

"All men are born equally free and independent; therefore, all
government of right originates from the people, is founded in consent,
and instituted for the general good."

And I may be wrong, but the only mention of Education in the NH
Constitution is that ill-fated Article 83 that's been sorely
misrepresented by our Supreme Court. And the Constitution doesn't
state what school district should or should not be. 

As to law, it's not dictated: it's established by the representatives
of the people. The power of the law is the power of the people, not of
its government.
