I'm sure that some of the solicitations are being sent under a non-profit permit, but I'm also sure that some of them are being sent first-class, and those can be refused to get the USPS to return them to sender, which may or may not make them stop. I just asked the local delivery supervisor about the non-profit permit, and he confirmed that you're right -- it's a bulk permit and hence rejected pieces are not returned to sender.
