Keep doing what you are doing, and try to get the rest of them to go
along.  Intentionally preventing the mail from going through (as in a
retaliation) is a federal CRIME and it would be great if she did that,
it is one of the few things she could immediately be cited for.

Otherwise yeah it is hard for the Postmaster to work against the union
rules.  There has to be a history of progessive discipline before you
can get anywhere.  Often the employee will stick with the battle and
wear everyone down, people move away, postmasters transfer, the
employee remains.  Keep it up it is the only way.

Bitch to your congressperson if it makes you feel better, but the USPS
is set up as an independent entity, no direct authority but WTH go
ahead.
