Your mother can check under the listing for county agencies - look for Consumer
Protection.  Then she can check out the builder for complaints - little late
but she can find out if other people have complained.  (You can try to find it
online - I am in a different FL county but it's CP files are online so Pasco
may be too).  

She should also call the power company and ask questions.  

The only house I had built was in another state but I didn't have to do
anything like that.
