I'm not the original poster, but I have a similar situation. 

Our home inspector marked on his report that the water main coming
into the house was copper. Turns out that it was not copper at all,
and was 70+ years old. We recently had it replaced; the entire project
cost us around $6000.

Our neighbors who share the duplex, who moved in 6  months before us,
had the same home inspector (entirely coincidental). Their report
indicates the pipe was old and should be replaced.

The only thing I can figure is that the inspector either made a
mistake and checked the wrong box, or assumed, because there had been
recent work on the street around the buffalo box, that the pipe had
been replaced since his last inspection. I do recall him going in the
basement and looking at the meter coming into the house. What puzzles
me is that (now that I know what to look for) the main is quite
obvious and hard to miss.

What recourse do I have? At the very least, am I entitled to have the
cost of the inspection refunded? Should I bother?
