Looks like she DID. If it is not in her contract, then she should close the account and turn off the power. But there is one thing we should check. Did she close on the lot. Although it is usally done the other way, it is quite possible for the home buyer to 1st buy the lot and then the house is built. In fact, that is what I do, I sell land but do not build houses; the arrangement made between the land owner (future homeowner) and the contractor is between them. -v.
