Don, perhaps you misunderstand a US phenomenon, where there is a legal
entity with deeded governance powers over the properties in a
particular development, usually formed as part of the legal
subdivision process.  An entity like this might operate the pool and
recreational center, maintain the roads, staff the garurdhouse at the
gate, collect association fees, enforce restrictions like house color,
landscaping, parking of commercial vehicles, etc.  City counsel
members would have nothing to do with this.
