If state or local law requires a receipt and you're not getting one,
you may have something worth taking up with him. But normally a
cancelled check is good as a receipt.

Whether he pays income tax on the rent you pay him is none of your
business. It's not like payroll taxes, where your employer is required
to make payments on your account.
