The small world of an HOA is just made for PETTY tyrants.

And an HOA has less in the way of checks and balances on it than a
municipal government does, as it is a private contractural entity
rather than a government.

A small HOA is also less likely to have experienced professionals on
board who will say whoa you can't do that.

Smaller is not always better.
